Alliance without peace?

I just had a player propose an alliance with me without first proposing peace... how is that even possible?

If you late join, you start at peace the first turn so he can immediately send an alliance.

Semi-related... I once played a game where I was allied with someone and then it said they were proposing peace... which also didn't make sense. Unless that's what it does when they end an alliance?

That's exactly what it does when an alliance ends, if you decline war is immediatly declared aswell,so if you get that message accept peace, because your getting back stabbed and can use that extra turn to prepare.
