For example, instead of seeing this:

[ Rare units: Medium ]

We see this, in a new tab for the game setup, specifically for rares:

[ Defensive Rares: Off ]
[ Offensive Rares: Low ]
[ Missles: High ]
[ Officers: Medium ]
[ Recon: Medium ]

This way, we can set each type of rare unit, because people like rares, just not the defensive ones. An offensive unit would be any unit with an attack value of more than 8. A defensive one would be one with a defense value of more than 8. Partisans would be counted as both, and the selection with the lower appearance rate will decide.*

*Redefinition of offensive and defensive are at the discretion of Amok and Ivan
