Problem with starting units

Hello, I have a problem when playing with my new map. After buying the premium account in this week, I created a new map (Rio Grande do Sul). In this map, there are a lot of units, but there aren't any standard atWar unit (like Infantry, Tanks, Marines, etc.). When I play the map, all the countries start without zero units. All the countries have at least one primary and secondary defense unit available. I don't know what happened.

Can someone help me???

Question, do you place a capital for your countries? Your problem happens typically when you put any cities. Try to put a cities, the income should rise automatically .

** Ok, this is so strange, but one possible problem that you have is that you have three secondary defense. This maybe create a conflict in your map. Try to keep just 1 secondary defense and use the rest as other units.

I've got the same problem. Could you fix it?

You ought to add secondary defense( ground) units for the 0 units 'problem' to go away.

For a unit to be a starting unit, it needs to be accessable everywhere, in every single country.

To somewhat clarify what zeph said lets say you had 2 countries and 3 units

Unit 1 is the unit you want in your cities
Unit 2 is the unit you want exclusive to country 1
Unit 3 is the unit you want exclusive to country 2

Unit 1 can not be assigned to any country (so pretty much at the bottom of the unit keep it empty)
Unit two can only be assigned to country 1
Unit 3 can only be assigned to country 2
