Does someone of you know how the costs of a country are calculated. How much does the income and the reinforcement influence it?

This info would help me to make my maps more balanced.

Mainly down to income, partly reinforcement. I don't know if anything else is relevant, like surface area.... I noticed something like 100 for each reinforcement, but I don't know if that number was tied to the income as well. Play about with it, you should be able to come up with a formula, if Ivan/Amok doesn't tell us

I do lolz, your faithful clanmate does. (after some quick testing)

Formula: Sum of (Income of city x 10)+(Reinforcement x 100) for all the cities in a country
If that total is >5000 then the city uses Ground: Main Defence as starting neutrals
It that total is <5000 then the city uses Ground: Secondary Defence as starting neutrals

So minimum to have starting infs is 490 income, 1 rein or 400 income, 10 rein.
