Matchmaking lobby - standardised duels

I've not been back playing for long and it's clear the current elo system encourages cherry picking duels.

This is not conducive to actually playing games

There must be some better system?

For example if you want to duel you enter a lobby and you can choose whether you want east/west/either. All settings are preset to standard eu 10k duel settings

Here you are set against a random opponent and there will be some punishment if you do not start the duel (e.g. timeout on 1st offence then 1 elo for each other time during 24hr period)

Thoughts?

Potentially elo brackets would help the obvious potential issue of alts

Ultimately it's just about creating a competitve environment that doesn't reward cherry picking match ups
