Uniting allies stacks

For example in caps win we cant unite stacks in same city if we win which is ridicolous

Who will control the stack?
who will pay for the unit upkeep?

And what strategy will that stack remain as?

And how will you sort unit stacks? Who will get city income?

Why not shared.
so you see the players color of the amount of the units.
example in red 15 units/in blue 20 units when hover over city.
income can be 50/50 or the one with the bigger stack.
