If one player gets offered 5 decent picks and the another player gets offered 5 unplayable minors (and therefore have to spend 10% of income), then the game is not really fair. Perhaps it would be suitable to have the random country generator only consider countries with purchase costs of 20~90% of the starting fund? That way, the RNG won't return stupid picks like Iceland and Macedonia on a 10k$ Europe+ game. But then, you run into the problem of how to get the generator to not consider Netherlands or Belgium, but do consider Ukraine or Poland, even though they have similar picking costs. Alternately, for games using this random pick mechanic, everyone could be offered the same number of Turn 1 Reinforcements regardless of the country picked, so that smaller nations are not too disadvantaged in the initial expansion and early rush stages.

Countries selected this way would be free. Also, there could be a threshold to only show countries between X and Y reinforcements and X and Y income. Or, we could expand on your idea and have the countries offered this way have the same reinforcements and income. There would need to be some sort of control, else someone could get Djibuti and someone Germany, and while they'd have the same amount of reinf and income, the countries around them would not.

Better if all low grade countries bundled & higher level players get to pick from them, whilst lower rank players get to pick from bundled higher grade countries.
