Turnblocking Question

Some friends of mine are doing a casual game with me on the Lunatis map. One of them asked this question about turn-blocks. I can't explain it, so I was hoping one of you could.

"My first move was 16 ground units out of Parazoo.

The number of units does not really matter, cause the units coming from Rests IN A TRANSPORT got in Parazoo at most at the second move; first move the transport out of Rests, second move into Parazoo.

Can anyone tell me how I got turnblocked with a stack arriving AFTER I left? What did I not understand? Could it be that units transported in a transport and then subsequently moved out of the transport count as a single move???"
