Right now, player countries and large (high-income) neutral countries get infantry as their default starting unit and small (low-income) neutral countries get militia. Let's make that so that rich countries (high income per reinforcement) gets infantry and poor countries (low income per reinforcement) get militia. Belgium, for example, may only have 200 income, even with the whole country bonus, but that's almost 300 income per reinforcement (compared to, say, Germany with less than 150 income per reinforcement). It should definitely have infantry as its starting unit, not militia. Just a thought.

Disagree. First of all, a country with more than 500 income get infantries, I remember it was announced by the admins. Now for the suggestion: It would difficult the actual mechanics and also break the existing (kind of) balance in europe. It would also dissapear the "Low reinforcements, high income" type of countries. While yet they do still enter in the definition, the difference between militias and infantries are a huge deal, specially when you are playing an offensive strategy (see point below). As a third point, cheap strats like IMP who doesn't need money would get advantage. Why? Because the expensive strategies would need to spend more money on getting the now infantry-made sources of money. This is not the case for a poor IMP player, whom gameplay doesn't vary much and can still keep playing.
