Problems with PayPal

Why cant i find Serbia in list of countries for PayPal.When i want to pay with credit card i try to find Serbia but i cant find it.Then i choose Bosnia and Herzegovina but it cant be payed like that,must tape my own countrey i think.

Serbia doesn't seem to be supported by PayPal, which is quite odd...

I want just to buy option for gold and crimson medals,nothig more,how than to do that.I see there is an option with mobile phone,but i must pay more i think,i saw 1.50 pound,are that + that i must to pay when i order something ? example:(i order something that cost 2 $ and i must pay + 1.50 punds ? )
