Can there be no punishment for this? It's obvious trolling, and it wastes everyone's time. We waited for it to fill, then he just laughed in our faces, wfed, then left turn 2
Is this not obvious trolling and breaking the rules?

ww2 is the best scenario in atwar, unless you want everybody to play my UN :3 and rank up in there like you did.
