The Fourth Political Theory

A friend of mine told me to read this book which he stated was the ideological foundation of many far-right parties in Europe as well as a major influence on Putin. Have any of you read or heard about this book/ideology? If so, what're your thoughts?

Note: The ideological foundation of Europe's far-right parties is derived from the immigration flux currently, economical crisis, the out-of-touch by the State towards the people, a rebirth of nationalist feelings conjugated with a rebirth in past prides and saudosism towards previous regimes, has no really concise and structured Ideological Foundation from which they all drink from I'd say
