General: movement range

Does the"General: movement range" upgrade increase the general and the rest of the stack, or is it just the non-general units?

It includes the general. A general without upgrades moves 6. If you have faster general it moves 7. If you have General Movement it moves 8. If you don't have faster general then the General movement will make general go to 7. Non-general units get plus 1 movement.

My general and my infantry move 7 because I have the faster infantry and faster general upgrades. Will the "General: movement range" upgrade make my general and infantry move 8?

Yes. General with faster general upgrade and gen movement upgrade moves 8.
