No. States depends on foreign trade and balance of deficit(of GDP/BDP earned and invested) because most of them are capitalists. Their economy will shrink or even collapse if they dont export, like China or America. Foreign Aid is short-term relief package usually of financial nature made to boost someones economy, recover or reform, or both. It isnt meant to upkeep and maintain some countries for eternity, Foreign Aid recievers Greece and Ireland were one-time only, they still have to repay. Kosovo is dependant for the last 5 centuries, of not more. First ottomans funded it, then Serbia, then Yugoslavia, and now UN, Kosovo doesnt have economy, it cant sustain its self in modern era. UN would do better if they let the serbs handle the insurgents, rebuild its economy and pay now-send foreign aid to Serbia. Everyone is happy. Someone screw over stuff in UN i guess.

So you admit Kosovo doesnt have economy and rely exclusively on foreign aid, which mean it depends and it isnt independent. Which lead us to other conclusion - Kosovo is just handed over to other master, it was serbian, then turkish, then yugoslav and now is american(US administrators, largest military base is stationed there, bond steel, 50k soldiers)
