General Cost upgrade now works

It seems Amok has gotten around to fixing the bug that made this upgrade non-functional.

I'm curious as to how this will affect strategies.

I personally think it will make cheap strategies like imp overpowered since it reduces the maintenance cost down to practically nothing.

its been working the past few weeks since amok mentioned he fixed it. It does affect the meta but not in an overly detrimental way to specific strats since it affects them all. For europe+ teamgames, west players might notice an excess of cash to send east. Overall, it'll actually be of more use to expensive strats than cheap ones.
