Make Philadelphia a Port

Philadelphia should be a port, the city has a long history of being a busy port, and is home to a couple other things that would make it qualify to be a port city.
One thing is the naval yard, Philadelphia has a large naval yard located where the Schuylkill and Delaware Rivers meet, here's a picture.

As for anyone who would say that the Delaware isn't a large enough river for large warships to navigate, thus meaning Philadelphia shouldn't be a port, here's a picture of the USS New Jersey, an Iowa Class Battleship, with Philly in the background.
