Add new units in new scenario

Ability to add new units in creating new scenario.

Actually it wouldn't be bad to do this. I wouldn't mind this at all.

It is already possible to create new units in a custom map.

I'm talking about new scenario, not map.

Problem arises if map is locked to be cloned and only open to make scenario from. Then there is not this option of making new unit in map. Cause only creator of map (that does not have to be the same as scenario-creator) could alter map and include new units.
Would be interesting to have the option to include new units in scenarios, but it would alter the settings the map-maker was intending during its creation. So, dunno if map-makers would agree with it, only if it is an option that can be locked.
