Two Bugs in Scenarios

1. I cannot remove units from the map that I added in.
2. I cannot place units in enemy cities or else it gets stuck outside of it. Not capitals, cities.

1. in events, instead of being on add, go on remove and then click on and units you have added, you can't remove units already there, eg. there will always be 8 or more in london, you can't have less

2. You mean placing enemy units into a city to show that they controlled it while the national still held the capital? (eg. purple is in france, green is in germany, yet france holds hamburg or frankfurt or something?) if that is why you are saying, that isn't implemented, you can't place enemy or neutral cities into any city. would be a nice feature to have i guess... but i don't think it would be used much until borders can be changed.
