Why do some countries start with main defenses?

UK for example starts with infantry in the capital and cities yet a country like italy starts with militia, why do some countries start with main defenses while others start with secondary defenses? I'm making a map and would like to know if I can change a country so they start with main defenses instead of secondary defenses.

Don't know for sure, but it is probably related to income (of the country). The question the would be, is it because of an income that is superior to an absolute value, or an income that is above the average income of the map/scenario? Have no clue (it is not a rhetorical question!).

Neutral countries start with infantries if their income is equal or greater than 500. Otherwise, they start with militia.
Countries will always start with infantries when you pick them, no matter what.
