No one's elo changes. I believe it looks something like this on a players profile.

Nothing happen to the elo of the player below 1000 also so no need to rebalance.

"rebalancing" wouldnt even be possible ...for example what if Bonker deletes his account, he defeated me many times, so lets say i lost 300 elo from him.
It would be pretty dumb that i get that 300 elo back ...considering the way elo formula, gains and losses work.
"rebalancing" would mean changing all duel wins/losses points from every player conected from the first bonkers duel until the last and from every player that played with bonker and then from all players who played players who played bonker etc. etc. etc.
