If people are going to constantly spam it & use it for advertisment what's the point in it? Recently this person was doing it. http://prntscr.com/at2izf http://prnt.sc/at2if6 You never really see that many people getting more informed about the game on it, it's mostly on the forums. When someone has completed the tutorial (Make the tutorial mandatory yet still very easy to understand.) they should be directly sent to the forums where it shows clearly what is what in the game.

I have always felt that help chat is needed for new players, but I understand many people spam it. I know there are numerous ideas on how to fix it so here's what I think could be done. Perhaps a new help chat feature could be instituted that is similar to the report to mod channel. Players can maybe type "prHelp" and then ask their question. Select players will receive this message and only they will see it, an can respond to the player in question. To prevent a mass answer spam to the player, their could be a help channel that only the select players can use to tell everyone that they will respond to the question. These select players should be the mods, supporters, and then to extend to more players, there could be a forum where people express their interest in being a part of it and then the mods can decide who is trustworthy/ deserving of the position.
