Replace permanent elo with seasonal elo.

Elo should be constant. Permanent elo should be removed completely and only seasonal elo should exist and be displayed when clicking on names. Nobody wants to see players camping with high elo from 3 years ago.

I think both should exist as measures, but seasonal ELO should be the focal point rather than combined.
