The Google translate makes me lol, but from whatever I got it seems units don't attack cities sometimes? If so, then yes that's a mechanic of the game called ''turnblock''. Turnblock is where your units don't move because they got stopped by an attack on them. I won't go any further into this though because you could mean something else completely, so please try to post the bug report in English and many players can help you then.

Also, if someone understands Turkish could they translate this please?
