AtWar does not partake in heated international disputes, such as that of the Western Sahara. Even countries like Kosovo, which have extreme amounts of support, are stayed away from, in order to ensure non-violent/flame posts that may extrude onto other's experiences with AtWar. The Western Sahara, being as there is no real majority on it's existence, is attached to Mauritania to, again, ensure there are no flame wars or disputes. If you wish to play on a map with the Western Sahara attached to Morocco, I suggest making a custom map with it.
